1. сначала Disallow потом Allow

 

2. никаких пустых строк внутри блока

 

3. делить на гугл и яндекс  не нужно, лишняя простыня

 

4. тупо скопировано 

index.php?route=checkout/cart  -  вы хоть откройте посмотрите 

 

5. гугл более требователен к качеству сайта

все сделано модулем от нео сео ( генератор роботс ) + добавли ссылки на сайт мап, все ) 
А так по теме , я не очень разбираюсь , и честно говоря не понял что куда перевернуть )

Для роботс и Яндекс не знаю, но Г их уже не любить

уже 2 года делаю сайти с пустие роботс, толжко осторожно проверяю и добавляю noindex, follow там где нужно и канонкал для пагинации.

вот еще пример(если не знаете кто такой Yoast, читайте в гугл)

Конечно Г может не индексироват сайт и если качество плохое, лучще покажите скриншот в новой конзоли там будеть видно как Г обрабатывает страницы
