Кавычки в теле

Не как не могу убрать эти долбанные кавычки.

В header все норм, в language тоже. Менял полностью папку template, css, js

 

 

 

код при копировании кавычек не видно

А чисто теоретически. если добавить в .htaccess

php_flag magic_quotes_gpc Off, или скорее убрать там комментирование этой строки - ситуация не изменится?

Это значит, что где-то не закрыты кавычки, Ведь вы смотрите не в коде а в dom

Это значит, что у Вас на сайте не хватает нужных файлов.

Все нашел проблему, сделал.

файл header был сохранен в utf-8

Частый косяк. BOM символы. Надо внимательнее быть, юзать utf-8 without BOM
