Disable advertising banner in adminpane 1.0.0

A small modification that disables the display of recommendations (advertisements) in the Opencart admin panel

Also solves the problem of "freezing" of the extensions page when the advertising banner cannot be received.

Disables both referral requests and the Promotion extensions type

This type of applications, as well as the recommendations on the extensions page in the admin, were implemented in Opencart version 3.0.3.x.
